Макроизмерения в XIX - первой половине XX в.

В XIX в. статистическая основа макроэкономических измерений значительно улучшилась, в частности, благодаря^анным, полученным в ходе проведения переписей населения. Государственные статистические службы собирали данные о торговле и перевозках, налоговых платежах и денежном обращении, занятости, зарплатах и ценах.

Постоянно расширялся спектр информации о производстве продукции в сельском хозяйстве, добыче полезных ископаемых и обрабатывающей промышленности. Были разработаны различные технические приемы исчисления индексов, что открыло возможность измерения временных изменения и межпространственных различий комплексных сводных показателей.

Несмотря на быстрое распространение практики регулярных измерений национального дохода отдельных стран, их качество или степень сопоставимости не слишком отличались от достигнутых еще в XVII в. В большинстве случаев все ограничи

валось измерением различных аспектов доходов в отсутствие перекрестных проверок с использованием счетов расходов или производства. Серьезный анализ экономического роста на основе этих данных был невозможен, поскольку они представляли собой разовые оценки, осуществлявшиеся в определенные периоды времени. К тому же имели место значительные меж- страновые различия в охвате и методологии получения оценок. За исключением Австралии, ни одно из государственных статистических ведомств не занималось такого рода расчетами.

Большой вклад в международные сравнения роста внес Михаил Мюльгалль (1836-1900), предложивший стандартизированные оценки добавленной стоимости для 22 стран мира, на которые в 1894-1895 гг. приходилось около 6о% мирового производства. Мюльгалль разделил экономики этих стран на девять секторов, оценил валовой выпуск в каждом из них и внес коррективы, направленные на то, чтобы избежать двойного счета.

Ведущей фигурой в истории макроэкономических измерений был Колин Кларк (i9°5_19^9)’ благодаря которому в развитии этой области науки произошел самый значительный, по сравнению с XVII в., шаг вперед.

Образцом для Кларка был Уильям Петти, основатель политической арифметики. Подобно своему герою, изначально Кларк занимался естественными науками, а в экономике он был самоучкой. Его отличали огромная энергия и креативное воображение, уверенность в себе и умение привлечь внимание. Кларк стремился проявить себя и как ученый, и как политик, и как государственный служащий. В 1937 г. он разработал первую интегрированную систему национальных счетов Великобритании, позволявшую измерять рост доходов, расходов и производства в текущих и постоянных рыночных ценах. Оценки Кларка для 1913 г. были сопоставимы с расчетами Кинга для 1688 г.,(что открыло перспективу для исторических сопоставлений. В Кембридже Кларк тесно взаимодействовал с Кейнсо и продемонстрировал огромное значение системы национальных счетов как одного из инструментов экономической политики. Разработки Кларка предшествовали созданию Мидом и Стоуном в 1941 г. первой официальной системы национальных счетов Великобритании.

Кларк первым представил оценки уровня реальных доходов ряда стран, скорректированные с учетом различий в покупательной способности национальных валют. Полученные оценки были объединены с ранее исчисленными Кларком межвременными показателями ВВП в реальном выражении. Тем самым была создана основа для сравнительного анализа результатов

экономической деятельности в пространстве и времени, означавшая настоящую революцию с точки зрения новых возможностей для сравнительной экономической истории и анализа проблем роста и развития (см.: Maddison 2004).
